Timeline: A few months after Advent Children.
Personality: Brash, sneaky, loudmouthed and irrepressibly impulsive-- all of the things that make up Yuffie. Since childhood, Yuffie has dreamt of restoring honor to her hometown of Wutai, and to achieve this, she became a master thief. She is devoted to hunting down rare and powerful Materia, which were banned in Wutai by the Shin-Ra Company.
One thing that immediately stands out about Yuffie is how much she loves to talk. Often she will launch into melodramatics, regardless of how dire the situation is; She isn't one to take anything too seriously. If one had to list her greatest flaw, it would be her pride, as she becomes easily frustrated when she doesn't get attention. She'll typically find any excuse to brag about her prowess in battle, applying one of several titles to herself like "The Great Ninja Yuffie!" However, when neglected she will become very eager for approval from others.
Among the interesting things to note about her hometown; Yuffie lives in her own place with several unusual contraptions in the basement, and keeps a storehouse filled entirely with cats nearby. She is typically at odds with her father, but is liked (or at least, well-known) by Wutai locals. She displays an impressive talent for Hide-And-Seek, as Cloud was forced to learn when she led him all over town.
Yuffie likes to pretend she's a leader-type, but in reality she fares better behind the front lines. She's basically useless on a moving vehicle, for starters- motion sickness plagues her in the air and at sea. If she's forced to travel, you'll typically find her in a corner somewhere, trying not to be sick. She's also not very durable. Compared to other members of the group, who are former experiments or hardened warriors (or both), Yuffie could almost be considered a bit spoiled. Even though she's technically an heir to the leadership of Wutai, she doesn't want to follow in her father's footsteps and chooses instead to blaze her own trail.
Some people (like, say, Cloud) might tell you that her overconfidence puts her at a distinct disadvantage, but this is just not true! Even against an opponent as massive as Bahamut Sin, she has no fear whatsoever. And hey, once you've helped topple a demigod inside the center of the earth, regular monsters don't seem all that scary. (Try dealing with her father on a bad day, now there's scary!)
As an ally, Yuffie is quick and dependable. You can always rely on her to do (mostly) the right thing (eventually), even if she acts like a brat. Because she grew up on stories of Wutai's former splendor, she takes personal pride very seriously and is willing to put her life on the line to defend her beliefs (even if she complains). You can always count on Yuffie to say what others aren't willing to, even if it hurts someone's feelings (she's the only person to blame Barret for the destruction of Coral Town, because he chose to trust ShinRa). She is very anti-corporate and dislikes getting involved in politics. To her, the simplest solution is usually the best one, even if it comes down to "kick everybody's butts" as a problem-fixer.
As a scouter, she is exceptional. The WRO recognized this, and gave her a special pair of "super binoculars" that can detect life signs among rubble and across warzones, for rescue operations. She considers herself a natural at this job, since it doesn't require fighting and lets her utilize various techniques for moving quickly across destroyed terrain. Plus, it gives her lots of opportunities to show off and be hailed as a hero, something her ego appreciates quite a lot.
When things get tough, you can count on the Great Ninja Yuffie watch your back.

Background: Born just prior to the end of the Wutai War, Yuffie grew up as an ambitious young ninja-in-training, proudly referring to herself as the "White Rose of Wutai". Her mother Kasumi passed away from illness when she was still very young, leaving her father Godo Kisaragi, the leader of Wutai, to raise her. Yuffie quickly began to lose interest in the old traditions of her village, and at the age of 9 she began treasure hunting in old ruins and caves. Knowing she couldn't tackle the monsters alone, she "enlisted" the help of Zack Fair, who was (at the time) doing missions for the Shin-Ra army.
Shortly after they met, Yuffie acquired his cellphone number, and began "anonymously" texting Zack for help in various remote locations-- typically to clear out monsters, so she could swoop in and grab any treasure he found.
Six years later, Yuffie finally struck out on her own, stealing her way across the globe and continuing her training in the ninja arts. While traveling through the forests outside Junon Harbor, she bumped into Cloud Strife, and the two engaged one another in battle. Yuffie feigned defeat, hoping the group would drop their guard for her to rob them. When Cloud fails to fall for her ploy, she goads them into letting her join the group, secretly plotting to steal their Materia. She eventually begins to fall for Cloud, and even kisses him during their trip to the Gold Saucer. Whether or not those feelings were mutual is left unsaid between them, and she never pursues it further. (It's possible that she felt comfortable around Cloud because he reminded her of Zack.)
Some time later, after crashing President Rufus' visit to Rocket Town, the group wound up a few miles from Wutai, which put Yuffie on edge. She swiped the gang's entire reserve of Materia and ran off, leaving Cloud and the others to deal with Shin-Ra troops deployed in the area.
After a long and tedious chase through town, Yuffie was caught by none other than Don Corneo, an unpleasant acquaintance of Cloud's from the Midgar slums. The Turks happened to be in Wutai as well, enjoying a well-earned day off, when Corneo also kidnaps their co-worker Elena. They agree to a short truce with Cloud and team up to save the two women. Once the Don is "dealt with" by Reno, Yuffie apologetically returns everyone's Materia and rejoins the party, promising she won't run off again. Having proven herself, Godo gives Yuffie his praise and encourages her to seek out even more Materia, to help Wutai reclaim its former strength and influence. She stuck with Cloud from then on, fighting against Sephiroth and helping to save the world.
In the years after Meteorfall, Yuffie returned to traveling the world, stopping by Midgar occasionally to help out the World Restoration Organization with reconnaissance and rescue efforts. She has always remained a steadfast ally and friend to Cloud.
Abilities: Materia covers a VERY wide range of skills and magic. At minimum, Yuffie will have a Steal Materia (never leave home without it!) and maybe some basic Fire/Bolt/Ice ones as well.
She can use ninja techniques, mostly related to speed or agility, although she is apparently a proficient master of disguise as well, when necessary. She is most commonly seen wielding a large "4-Point Shuriken", although she can even handle boomerangs, pinwheels and origami. Pretty much anything pointy can be dangerous in her hands.

[ Hey, what's this? A pair of big brown eyes are gawking into the video feed. This mysterious observer shakes the watch a few times, clicking it open and closed with lots of hmmms and huhhs. She seems to reach a conclusion, suddenly. ]

[ She doesn't pocket it just yet, glancing around at Ruby City. ]
Never seen buildings this big before, least not outside'a Midgar.
[ she raised her hand to shield her eyes, staring up at the tallest tower. ]
Dang, even bigger than the Pagoda back home! [ Yuffie glances at the sign in front of the station, giving it a once over and pulling out a folded map, squinting. ]
Let's see here... 'Ruby City'. Ruuuubyyyy City...
Huh! It's seriously not even on my map! Now I really want some answers. [ She puts the map away and busts out her scouting goggles. Time for recon! ]

The train hit a rock or something, jostling the entire car and jolting Yuffie into a state of full alertness. Her first immediate thought was how nauseous she felt. And surprise, surprise- it was carsickness. She knew the feeling too well, being forced to ride on the Highwind all the time, and her thoughts quickly turned to making a quick escape. She slid the compartment door open, watching unfamiliar scenery fly past at breakneck speeds. No chance she could jump... there were no 'secret ninja techniques' for such a feat, either. She tried to see where the locomotive was headed, and thanked the Goddess there seemed to be a station in sight. If she had to stay on here for too long, she'd definitely die. Absolute fact. A sick Yuffie was not a happy Yuffie. Then she barfed.
She turned back to where she'd woken up a few minutes later, as she felt the train putting on brakes. She crawled over to pick up the watch and then hopped off, flopping down into a nearby bench and groaning again. "What a way to start the day," she muttered to herself, before seeking out the nearest washroom to freshen up. She couldn't present herself as anything less than perfect and beautiful to any ambassadors who may have been coming by to greet her!
